The Kunduz police has begun a registration process that will make it easier to identify legitimate police officers and deter the corrupt ones from performing illegal activities.
It facilitates cross-border police co-operation, and supports and assists all organizations, authorities and services whose mission is to prevent or combat international crime. Therefore, the Afghan police officers will be recognised no matter what part of the world they are in.
41,000 officers in other parts of the country have already been registered and it should be nationwide in a year. The process is being conducted at the Kunduz Police Headquarters. The team conducting the registration has received one month’s training and three months practical experience from the Interior Ministry regarding the registration process. They are also well equipped and assisted by the United States of America.
Samiullah Omarkhail, the Head of the Registration team, explains the process: “There are three phases to the registration process. First, is the finger printing and eye recognition, second, is a recording of their physical appearance and lastly a biography of the officer. This process will begin with the Chief of Police down to the very last officer.”
Such a system helps to monitor more precisely the activities of the police. Although there have been rumours of criminal activities by the police, there has been no evidence. Registration of the officers is a warning sign to those who would wish to be deviant.
Abdul Razaq Yaqubi, Chief of Police in Kunduz, is very optimistic about the new ID system and looks upon it as a great step forward for police in the country: “After the completion of this process, the Interior Ministry will implement the registration amongst all citizens.”
The Ministry has been promising to implement this system for the last few years. Sayeed Rasul, 35 of Kunduz, tells Sada-e Azadi about the effectiveness of this process: “Once this is implemented amongst the population of the country, this will not only secure the country but people will think before committing a crime because there is a system which can detect them.”
