Considering the current situation in Afghanistan, how important was the London Conference?

In my point of view, London Conference has been a very important international conference. The decisions made in the conference are certainly very important decisions. The plans presented to the international community by the Afghan Government and eventually the acceptance of the strategy by the international community is a big achievement to my point of view. I'd like to remind that the strategies and plans organized by the Afghan side and approved by the international community were absolutely Afghan plans made by Afghans as well as being quite comprehensive plans. In the current situation, I believe that economical situation helps the security situation a lot.

London Conference committed 140 Million US$ for the national reconciliation, is there a guideline to spend the money?

Why not? The money being donated by the international community does not mean to buy someone with it. Some of the Medias or other circles utter that the Government intends to buy the Taliban or opponents with money. It is not what they say. Apparently, there had been three decades of war in Afghanistan and many people went to the neighboring countries like Pakistan, Iran or some other countries as refugee. The Government of Afghanistan or United Nations High Commissioner for Refugee provides them with some contributions. I can emphasize that the money committed to the Afghan Government in London Conference for the reconciliation and reintegration of the opponents aims to provide the employment opportunities, health, education, shelter, and nutrition facilities to them when they refrain from the fight, put their weapons down, and accept the Afghan Constitution. In my point of view, the aid money committed to the Afghan Government in London Conference will be spent in this way not the way that people think.

Is there any strategy to categorize the opponents?

Efforts are underway since the Afghan leadership has returned from the London Conference. You all know that the President of Afghanistan is now visiting Saudi Arabia. One of the most important goals of his visit from Saudi Arabia is to visit the King in the Islamic Conference to find out practical ways. It means that the Islamic Conference with the help of Saudi Arabia should mediate between the Islamic Government of Afghanistan and opponents. We praise it as good step and take it as good omen. There are contacts to let the opponents sit for negotiation and stop the war and civilian casualties. It will be most probably asked from them to stop fighting and take part in the political and reconstruction process alike other Afghans and must put an end to killing their brothers.  

What will be Saudi Arabia's role in this regard?

Saudi Arabia is a country that the entire Muslims of the world respect and I can say that Saudi Arabia can mediate among the Islamic Government of Afghanistan and opponents. Saudi Arabia as well as the Pakistan Government was one of the countries who had officially recognized the Taliban Government. Saudi Arabia has got a very good relation with all of the Muslim Countries and can play a significant role as the third country or mediator. I want to say that Afghanistan still needs peace and has always asked the neighboring countries or other countries of the world to help Afghanistan in the reconstruction. Afghanistan is still not in a position or level to be a threat to the neighboring countries. The foreign policy of Afghan Government illustrates that Afghanistan never want to interfere in the affairs of the other countries and vice-versa it never allows the neighboring countries or other countries of the world to interfere in its affairs. You all witnessed that Pakistani Taliban had been fighting with the Government in Southern Waziristan and Swat valley. Pakistan must honestly help in brining peace to Afghanistan and even use from the influence it has on Afghani Taliban. It will be for sure to the benefit of Pakistan's Government.

In addition to this fact, what are the achievements from the London Conference concerning security, economical development, counter corruption, and ANA and ANP training?  

Earlier I mentioned that the plan presented by the Afghan side to the London Conference was wholly approved. The international community wants to help the Afghan National Army [ANA] and Afghan National Police [ANP] trainings and education step by step and gradually hand over the security responsibilities to them until the Afghan forces stand on their own feet and take Afghanistan's security. This issue has been discussed and approved in the London Conference. In the past, Afghan Government was spending only 20 percent of the international community's gratuitous contributions but it was decided in the London Conference that the Government of Afghanistan must spend 50 percent of the contributions. In my point of view, this is a big achievement that Afghan Government is bit by bit finding the capability and capacity to be self-dependent. 

Mr. Abdul Ghafar Faizi Zadran, it is said that the next conference will be held in Kabul so we'd be glad if you brief us about this conference.

After the London Conference, Afghanistan plans to hold a conference in Kabul in which the donor countries and international community must take part to find out more practical ways if not discussed in the London Conference. There will a conference in Kabul in the near future. 

What do you think about the future of Afghanistan

I am optimistic from the recent peace efforts. Afghans need peace and reconciliation prior to everything else. On the very first step, there must focuses on peace and reconciliation. There are more hopes now after the Afghan Government presented the peace and reconciliation plan to the international community that was approved by them. In Shah Allah, Afghanistan should be free from the three decades of war which is still ongoing.
